What occurred almost 30 years ago is that the oil went down the pipeline and to the tankers. On the way, several Asian oil buyers met the oil owners [WHO AMERICA THOUGHT WAS THEMSELVES] and agreed that all of the oil should by-pass California and go directly to Japan.
